The mailing address says Boca Raton. What the parcel record says is a different matter entirely, and the gap between the two has just played out in public, with a mayor, a county commissioner, and one of the wealthiest private communities in the country on opposite sides of it.

The assumption most buyers carry into a comparison is that a Boca Raton address means Boca Raton governance: the city police department, city fire rescue, city millage. For a meaningful share of the gated communities marketed under that name, none of that is true, and the difference is not academic. It determines who answers a 911 call, what your tax dollar actually funds, and whether the ground under your new house could be annexed into a different taxing authority after you've already closed.

The Mailing Label Isn't the Map

The West Boca Raton area west of the Florida Turnpike, along with a scattering of communities closer in, sits in unincorporated Palm Beach County rather than inside the incorporated city limits. St. Andrews Country Club is the case that made news this year, but it is far from the only one. The postal service assigns city names by delivery zone, not by municipal boundary, so the "Boca Raton" on an envelope tells you which post office handles the mail, not which government sends the tax bill.

That distinction rarely surfaces during a showing. It surfaces at closing, or later, when a resident calls the wrong non-emergency line, or discovers a city program they assumed they qualified for was never open to them.

The Case of St. Andrews

Earlier this year, Boca Raton's city government opened conversations about annexing St. Andrews Country Club, a community whose taxable value runs past $1.3 billion, a figure that would shift from the county's tax base to the city's if the annexation went through. The club sits west of Jog Road, under Palm Beach County jurisdiction, which means its residents currently pay county taxes and rely on the Palm Beach County Sheriff's Office and county fire rescue rather than any city department.

For a buyer who specifically wants a new build with a genuine city-limits address, that narrows the field considerably, and buyers should ask directly rather than assume.

  4. Pull the current year's millage rate rather than trusting a rate from a prior tax roll, since these reset annually.
  5. If a true city-limits address matters to your plans, get that confirmed in writing rather than assumed from signage or branding.
